It does say down at the bottom that "All times are UTC."
That made me wonder if maybe UTC doesn't recognize daylight saving time, so I looked it up. According to this Wikipedia article, "UTC does not change with a change of seasons, but local time or civil time may change if a time zone jurisdiction observes daylight saving time (summer time)."
Who knew? I sure didn't.
